Third regional conference for cadastre and spatial unit’s infrastructure

In period of 09-11.06.2010, the Third Regional Conference for Cadastre and Spatial Units Infrastructure was held in Bekiki, Montenegro. This conference was participated by delegations from the national cadastre institutions from the region, as follows:
The State Authority of R. Serbia, The Federal Authority for Geodetic and legal-property affairs - Federation of Bosnia and Herzegovina, the Republic Authority for geodetic and legal-property affairs of Republic of Srpska – Bosnia and Herzegovina, the State Geodetic Authority of Republic of Croatia, the Cadastre Agency of Kosovo, the Geodetic Authority of Slovenia, the Albanian Agency for real property registration, the Real Property Authority of Montenegro and the Agency for Real Estate Cadastre of R. Macedonia.

The conference was also atтended by representatives from international institutions and organizations such as the European Commission, the World Bank, Norway, GTZ as well as guests from Kirgizstan.

The conference was announced to be open by:
-  Mr. Miro Orlandic, Director of the Real Property Authority of Montenegro,
- Mr. Igor Luksic, Vice-President of the Government and Minister of Finances of Republic of Montenegro.

Opening speeches were held by:

- Mr. Ljupco Georgievski, Director of the Agency for Real Estate Cadastre of Republic of Macedonia, who also had the honor to greet the participants of the Third regional conference for cadastre and spatial units infrastructure on the behalf of all Directors of the national cadastre institutions;
- Mr. Rajko Kuljaca, President of Municipality of Budva;
- Mrs. Victoria Stanley, World bank representative;
- Mr. Kliff Rumbold, representative of the European Commission in Montenegro;
- Mr. Ion Muller, GTZ representative and
- Mr. Tili Hainrich, representative from the LGB, Brandenburg.

The discussion subjects of the Third regional conference for cadastre and spatial unit’s infrastructure were divided into 4 sessions, as follows:

- The first session was a presentation of the findings from the research conducted for the purpose of production of the Third Regional Study for Cadastre and Land Administration. Mr. Ljupco Georgievski, the Director of the Agency for Real Estate Cadastre of R. Macedonia presided this session, while Mr. Miodrag Roic, the coordinator of the technical commission presented the results from the research conducted for the purpose of the Third Regional Study for Cadastre and Land Administration. Mrs. Mirjana Ljumovic, the Assistant to the Director of the Real Property Authority of R. Montenegro presented the themes and perspectives within the Third Regional Conference. The final presentation of the first session was by Mr. Besnik Komo from the Albanian Real Property Agency.

- The second session was devoted to the electronic services. Mr. Nenad Tesla, the Director of the State Authority of R. Serbia presided this session. During this session, the regional institutions gave presentations as follows: Mr. Sasha Djurovic - State Authority of R. Serbia, Mrs. Jelena Unger - State Geodetic Authority of Republic of Croatia, Mr. Tomas Petek - Geodetic Authority of Slovenia, Mr. Goce Gruevski – Head of IT Sector in the Agency of REC of Macedonia and Mrs. Mirjana Ljumovic - the Real Property Authority of Montenegro.

- The third session was on the subject of the status of the established GNSS permanent networks in the region. Mr. Zeljko Obradovic, Director of the Federal Authority for Geodetic and legal-property affairs of the Federation of Bosnia and Herzegovina presided this session. At this session, the following participants made their presentations: Mr. Sashe Dimeski – Agency for Real Estate Cadastre of R. Macedonia, Mr. Vladimir Milenkovic - State Authority of R. Serbia; Mr. Marinko Bosiljevac - State Geodetic Authority of Republic of Croatia; Mr. Novshak Roman - Geodetic Authority of Slovenia; Mr. Darko Mishkovic and Mr. Nedjat Pashalic – RAGLPA of Republic of Srpska and the FAGLPA of the Federation of Bosnia and Herzegovina; Mr. Murat Meha - Agency for Cadastre of Kosovo, Mr. Besnik Komo from the Albanian Agency for real property registration and Mr. Predrag Femic - the Real Property Authority of Montenegro.

- Mr. Tomas Petek from the Geodetic Authority of Slovenia presided the fourth session. During the fourth session, Mr. Pascal Harry, representative from DG ENLARG presented the status and the plan for start of the implementation of a joint regional project INSPIRATION – the SDI for the Western Balkans. Republic of Macedonia i.e. the Agency for Real estate Cadastre is also part of the institutions included in this regional project.

- Mr. Zeljko Bacic, Director of the State Geodetic Authority of Republic of Croatia spoke on the effects from the regional projects and the continuation of the regional cooperation.

- Mr. Zeljko Obradovic, Director of the Federal Authority for Geodetic and legal-property affairs of the Federation of Bosnia and Herzegovina, as a member of the Eurographics Steering Board had a brief presentation on the activities of this international organization. The final session ended with a presentation on the joint projects for cooperation between GTZ, the Real Property Authority of Montenegro and LGB Brandenburg, with a presentation by Mr. Tili Hainrich.

At the end of the conference, the participants acknowledged the conclusions referring to the adoption of the Third Study for Cadastre and Spatial Unit’s Infrastructure.
It was pointed out that a significant progress has been made in the area of electronic and GNSS services in all participating institutions, emphasizing especially the significant meaning and importance of the bilateral cooperation of the institutions in these areas.

The Albanian Agency for Property Registration has become a member of this Regional Conference.
A decision has been made for the next regional conference to be held in Republic of Slovenia, pre-scheduled for the end of May or early June 2011.
